State: Safety a priority at Hagerstown's Potomac Center

Employees said that kicking, spitting and biting by residents is a regular occurrence. Workers also said that they are ill-equipped to handle patients who regularly escape from the facility.
Tuesday's protest was not the first time the union and employees have called on the health department to improve conditions at the facility.
In June 2016, current and former workers spoke out about the unsafe conditions and out-of-control residents.
A state health department spokesman said at the time that they were aware of the complaints and took seriously the safety of the employees and the patients.
