AFSCME Housing Authority Members Ratify Historic New Contract

Agreement includes pay increases, expanded workplace rights, and more skills trainings for housing authority employees represented by AFSCME

BALTIMORE – On November 7, AFSCME Housing Authority members voted overwhelmingly to ratify their historic contract with the Housing Authority of Baltimore City. 

“With this vote, AFSCME members in the Housing Authority of Baltimore City have approved our contract with pay increases, expanded workplace rights, and more skills training for current and future employees,” said Vincent Timmons, Vice President Local 4007, Program Specialist II

Highlights of the ratified agreements include: 

  • Pay Increases for Locals 647 and 4007
    • Retroactive to January 1, 2025, employees shall receive a 2% Cost Of Living Adjustment (COLA).
    • Effective January 1, 2026, employees shall receive a 2% COLA.
    • Effective January 1, 2027, employees shall receive a 2.5% COLA.
  • Pay Increases for Local 2979
    • Retroactive to January 1, 2025, employees shall receive a 2.5% Cost Of Living Adjustment (COLA).
    • Effective January 1, 2026, employees shall receive a 2.5% COLA.
    • Effective January 1, 2027, employees shall receive a 2.5% COLA.
  • Step scale providing a 2% increase upon advancement
  • An increase to the meal allowance to $12.
  • Increased evening and night shift differential.
  • Language that strengthens rights in the workplace.
  • A commitment from HABC to expand access to trade skills trainings.
