AFSCME Maryland Supervisors Union Workers Ratify Historic Agreements on New Contract

Agreement includes improvements in workplace rights, protections, and opportunities that will help ensure the more than 6,000 state supervisors represented by AFSCME Maryland have the support they need to continue delivering high-quality public service
BALTIMORE – On Thursday, December 4, 2025, AFSCME Maryland Supervisors Union voted ‘yes’ to ratify their first union contract with the State of Maryland, with a majority 99% ‘yes’ vote.
Highlights of the ratified agreements include:
- Establishing of no-furloughs language effective until June 30, 2026
- Good faith review of all Unit S classifications for telework eligibility, including the ability to demand justification and raise objections to agency determinations
- Ability to participate in Labor Management Committee Meetings (LMCs) to solve workplace concerns including health and safety, caseload management, childcare, EAP, and more.
- Allows for compensatory time to be used for sick leave purposes by SPMS employees upon ratification and by MDOT employees by January 1, 2026
- Effective July 1, 2026, paid leave through FAMLI with no employee contribution
