No Deal - AFSCME Members Did Not Accept Governor Moore’s Proposal That Continues to Underfund and Understaff State Services

Baltimore, MD — AFSCME Maryland Bargaining Team members did not accept Governor Moore’s proposal that continues to lag behind the rate of inflation and understaff state services. Throughout bargaining, the administration had offered wage increases that did not keep up with inflation and failed to fully correct the AFSCME wage scales that lag behind a majority of state employees.

AFSCME has presented the Governor with over a year of proposals that raise revenues, curtail wasteful spending and procurements, as well as combine duplicative programs that would generate millions in savings. Despite these efforts, the Governor has not embraced these suggestions.

2025 AFSCME MD State Bargaining Priorities

  • State workers keep up with the cost-of-living (rate of inflation)
  • Recognizing the need for multiple step increases or additional monetary movement in addition to a cost-of-living increase
  • Protecting job security of state employees
