2026 End of Session Report

The 448th Session of the Maryland General Assembly opened with significant challenges facing the state of Maryland. At the start of the 2026 session, Maryland lost 25,000 federal jobs in the preceding year due to actions by the Trump Administration. Additionally, changes enacted under H.R. 1 created significant disruptions for Maryland by slashing taxes for the wealthy and corporations, altering vital social safety net programs that families depend on, while also shifting costs onto our state government that had previously been borne by the federal administration. The Governor and General Assembly were charged with resolving a $1.5 billion budget shortfall and taking actions to protect residents of Maryland from federal overreach, particularly aggressive ICE enforcement actions. Through all of this, AFSCME members achieved meaningful legislative wins this session to advance the interests of our union.
